Independence

I believe all the necessary changes have been made to reflect Montenegrin independence:

• Add the necessary nation-state bits to Montenegro.
• Add Montenegro to Mediterranean Europe, Europe, etc.
• Change Montenegro's IsIn.
• Delete the existing redirect at Serbia and move the Serbia and Montenegro page there.
• Remove any Montenegrin content from Serbia (including recoloring the CIA map).
• Check "What links here" for Serbia and Montenegro and change the links to "Serbia", "Montenegro", or "Serbia and Montenegro", as appropriate.
• Update the IsIn for Montenegro's subarticles (which might not all be region-specific).

For the record, I left the S&M team identity for World Cup 2006 since that's technically whom they represent. There will likely be some follow-up changes dealing with immigration policies, internet TLD, maybe calling code, etc. They already use the Euro, so the currency issue is already settled.
